Name Change After Marriage While Living Abroad
Two of the four U.S. steps can be done from overseas through the embassy; the state driver's license cannot. The trick is sequencing so you're never travelling on a passport that doesn't match your ticket.
Social Security from abroad
Send Form SS-5-FS (the overseas version) with the marriage certificate and your passport to the Federal Benefits Unit that serves your country — the U.S. embassy website lists it. Originals or certified copies are required and returned by mail. Processing runs longer than in the U.S.; allow several weeks.
Passport from abroad
Apply through the U.S. embassy or consulate rather than mailing to a U.S. address: the DS-82 (or DS-5504 if the passport is under a year old and the change is free) goes to the consular section with the marriage certificate and your current passport. You'll be without a passport during processing, so don't start it before a trip. If you married abroad, a foreign certificate is accepted with a certified translation.
The driver's license has to wait
Nearly every state requires the name change in person at the licensing agency. Options: do it on your next trip home (the 10–60 day state deadlines are rarely enforced against people abroad, but bring the certificate); or if your license is close to expiry, check whether your state allows overseas renewal by mail with a name change — a few do. Meanwhile your passport in the new name is your primary ID.
Everything else
U.S. banks and brokerages usually accept a scanned certificate through secure messaging; the IRS syncs from Social Security; voter registration for overseas voters goes through FVAP. Use the tracker for the long tail.
